Supers also mentions that other non-shield gadgets could block at -1 which is kinda strange since usually improvised weapons are -2 to skill... though I could see weight also being a factor.
Also because in the case of shields, there is usually a DB based on it's size. |

And a Block roll is based on half skill, so -2 to skill is -1 to Block.
