Lowered ear pain threshold, and high light sensitivity
So if, say I have a character with Acute Hearing, but who suffers from moderate pain at 70 db, Severe pain at 90 db, and terrible pain at 110 db unless wearing specialized noise cancelling headphones (that give Protected Hearing but no penalties, and have to be custom made) or simply ear covering that give Protected Hearing but penalties, that adds up to a 65% mitigator on the disadvantage, but how would much would that lowered threshold cost? Keep in mind, ear damage applies as normal.
Also, what about high light sensitivity that can be mitigated by specialized eye protection? If I can shift from a normal Night Vision X (impaired during the day) to a mor standard Night Vision X with goggles that give have to both give Protected Vision and have to be custom made (and thus expensive) to be tailored to the character specific eyesight, how would that affect the cost of this Night Vision? World is modern world with paranormal elements where bright lights and heavy traffic (not to mention gunfire and flash bangs) would be a common occurrence. |

moderate pain from normal conversation (70 db), means this person can’t talk, chew, or physically exert themselves without moderate pain, even with earplugs (unless they’re magic earplugs that cancel vibrations from the body).

In GURPS Fantasy, I added the zero point version of Night Vision: you can see perfectly at light level -1, -5, -8, or whatever, with no point cost, but you have penalties if the light is brighter than that, as well as if it's dimmer.

According to Enhanced Senses, a normal conversation rates 60 db, a vacuum cleaner 70 db, and a loud conversation rates 80 db, a shout rating 90 db.

Common and cheap mitigating equipment is dealt with rather differently by different GMs and groups, I believe. It's similar to the issue of Innate Attacks and cheap weapons like knives and guns.
But as to light sensitive eyes, I can attest to basic sunglasses not being enough. Far too much comes in from the sides to fully reduce pain. I think simple items may reduce discomfort but also reduce vision enough to make little difference in game relevant visual penalties.

I think the countermeasure, if ordinary devices such as sunglasses or noise protection don't work, is Protected Sense with Gadget limitations.
