It's the difference between .223 and 5.56.

The rounds are functionally identical, at least in game terms. There is enough difference in real life to be careful, but not 300 yards of difference.

In HT the M16A1 has a 500yd 1/2 damage, the M16A2 (and later) have 800yds. The color text explains among other improvements are a new barrel which is a heavier barrel along the whole length where the -A1 and earlier would neck down considerably (which also made some versions of the M203s not fit on the newer rifles). I've also heard from (long retired) soldiers who fired the M16A1 in combat (i.e. Vietnam vets) that the barrel could be flimsy, especially when held properly with a sling.

So I'm prone to say the improvement is a more rigid barrel that other nations copied (or simply knew better than to not have in the first place).

The heavier barrel would affect accuracy and the ability to sustain fire, but not the amount of energy the bullet would retain at range. From what I can find, that would be the result of the change to NATO-standard (SS109/M855) ammo instead of the lighter bullet the US used prior to that (M193).

Hm. Actually, checking ballistic tables, it's a bit tough to find numbers (I may not know the right keywords), but it looks like M193 actually does halve its velocity in ~500 yards, and M855a1 is something like twice that, so 800 yards might actually underestimate the difference.

I'd assumed it was the fact the barrel was stiffer leading to less flex. Looking at the handful of other .223 assault rifles in HT they tend to match the -A1 while those listed with 5.56mm have the higher range. I'd forgotten among the changes to the -A2 was to fire SS109.
