Yes, but it's not a limitation to have to wipe your bum, it would be if you needed someone else to do it.

TP has a price and volume. I think it's a matter of degree rather than kind.

Real eyes don't need a mechanic and don't stop working due to Surge.
There is a maintenance free mitigator (can't recall the numbers).
He could opt for ruggedised Surge immune eyes.

But you could require additional problems, eg they're like permanently watching TV; everything is surreal (Delusion: I'm not really here, -5+). Physical activity is penalised in combat only, -1 to skills, [-3?].

How does bad sight / low resolution vision have anything to do with solipsism?

I would normally say it wouldn't but cyberpsychosis is a genre convention.
