I used a separate bitmap for each road combination in OgreMap. 2^6 is only 64, and the first one (no roads at all) is free! I did the same with rail, but off center so it wouldn't be totally obscured by the roads, and they could run parallel.

Too much road and rail fills up the hex pretty fast and it looks like a hot mess. I often house-rule that if a city hex has road or rail, then all adjoining city hexes do as well, just to reduce the clutter.

Even with that well defined, are you talking only examples that are on the maps, the overlays, etc?
What I meant was, we have only used tiles and overlays which exist in the original. There hasn't been any 'custom' content, in the vein of the suggested tiles above, implemented.

Hope this is a little clearer.

Yeah, it is. That does still mean that not everything in ODE has been implemented (but we all know that, hence this thread). ;-)

When I select a unit for movement and it highlights the hexes I can move to in blue, it would be nice to highlight the hexes I can target in red.

There would be a blue inner ring around the unit showing where it can move, and a red outer ring showing what it can potentially target, and I wouldn't get finger smudges on my monitor from counting hexes when I've got a computer in front of me that knows the rules better than I do. :)

It already uses red for hexes with unpleasant terrain effects or ramming/overrun targets.

It doesn't have to be red; the point is to display it _somehow_. This is doubly-useful for long-range units and I know exactly what the inspiration is. :-)

Concentric circles, possibly with a distinctive reticle shape.

Although I hesitate to suggest anything that isn't the missing rules, units, scenarios, and fixing multiplayer so it is usable. I am content to count hexes until these critical things are done.
