What I meant is that a frequency shift of 1/1000 would effectively change the signal frequency, making it incomprehensible to any receivers not accounting for relativity, while the concurrent time shift wouldn't be noticeable to anyone at the time, as that would only be 1 second 'lost' per 17 minutes or so. Our perception of time is much less finnicky than the frequency gradation of our technology. We could have a conversation with someone operating at half our time rate without any technical aid, but any devices we might use would need to be recalibrated to translate their signals in a meaningful way.
