The TL 4 crossbows actually have a specific "typical ST" associated with them, however (see note 6 comments) which I'd use as the reference ST for those specific weapons. The half-ST used for actual ST and damage nicely lines up with the MinST, so from there I would actually extrapolate that other crossbows "reference ST" is ALSO the user MinST listed and the one that should be used when trying to interpolate a formula of some kind.

These have all been really great replies (and I expect nothing less from the forum). I like the idea of using min ST to create the data points, and have taken data points from the TL2 base crossbow (Rated at ST 7) and the first two TL2 Scorpions listed in LT. This gave me 3 pretty good data points, and I just used a spreadsheet to ensure the slopes fo my graphs for things like damage modifier, bulk, range multiplier, bolt weight/length, cost, and others came out correctly for the stuff in between.

Here's the stats I derived for crossbows of ST 7-21...

Crossbow, 17" (1d+3 imp; Acc 4; Range 175/220; ST 11t; Bulk -7) $300, 12/0.15 lbs.
Crossbow, 19" (1d+4 imp; Acc 4; Range 195/235; ST 13t; Bulk -7) $650, 25/0.2 lbs.
Crossbow, 22" (1d+5 imp; Acc 4; Range 210/255; ST 15t; Bulk -8) $1,000, 40/0.3 lbs.
Scorpion, 27" (3d imp, Acc 4, Range 220/275; ST 17Mt; Bulk -9) $1,600, 65/0.5 lbs.
Scorpion, 32" (4d-2 imp, Acc 4, Range 230/285; ST 19Mt; Bulk -9) $2,500, 100/0.8 lbs.
Scorpion, 36" (4d imp, Acc 4, Range 240/300; ST 21Mt; Bulk -10) $4,000, 160/1.2 lbs.
  - Ignore reload time and just use loading mechanism relative to ST to calculate that.
  - Bolt cost is $33.3 * shot weight.
I was suprised to see the weight so high for a ST 15 crossbow, but I guess without steal or laminate the size of the crossbow needed to reach this ST is pretty prohibitive.
