Recoil for Single-Shot Weapons

Some weapons can only shoot once per turn, such as bolt-action rifles. Some weapons can only shoot once per reloading cycle, such as flare guns--but they still have Recoil stats.

Riddle me this: In what situation would someone use the Recoil stat for something like a single-shot flare gun?
