Yeah, here. It basically works out to treating darkness as a positive modifier where the background is in darkness and the object you're looking at is not, and it has the effect of making Venus (SM +42, range -65, in plain sight for +10) go from totally invisible (-13 net modifier) to fairly easily visible if the sky is dark. The sun, being a brightness +72 object, is at a net +17 to be seen in full daylight.

For the record, the Murphy Committee checked the math (on our mailing list where we vet potential Murphys) and it did check out. In essence, at the moon's closest point to the Earth, you're rolling 10 or less (Vision 10 + SM +40 + 10 (plain sight) - 50 (range)). At the longest range, it's closer to 8 or less. So yes, an average person has no better than a 50% chance to spot the moon.

(This is assuming the BASIC SET rules, of course. LOW-TECH adds rules about spotting bright objects that effectively fix this. But that doesn't mean it's not still a Murphy's Rule with the BASIC SET!)

And Spaceships adds +24 for being silhouetted against empty space.
I forgot the +2 for spheres but SM+38, Range -51, Plain Sight +10, Silhouetted +24... And I haven't read the LT rule.

Using Basic only, I'd treat a full moon as Active Sensors, ie if someone shines a torch at you in the dark you're gonna notice it (unless it's hidden by smoke/fog and you're busy elsewhere:)

I'm pretty sure that the +24 in Spaceships includes the +10 for plain sight.

Observation: +10 if object is in plain sight (in space, air, or
a world’s surface) rather than concealed, camouflaged, hidden
among debris, or using a Cloaking Device.
In Space: +2 if the object is silhouetted against a larger
celestial body, +24 if silhouetted against deep space. Note that
this is cumulative with the plain sight modifier.

Let's have some non-GURPS rules:

In Savage Worlds, a defender may automatically stand from prone to defend himself from a melee attack, making trip attempts useless.

In Age Of Aquarius (the Supernatural Action Game With Chases and Brawls, or whatever) skill levels range from 0 to 5, like WoD, but the first point in a skill is more expensive than all subsequent ones.

It should, you get too far spotting distances if you give both, but as written it doesn't.
