Default HELL FREEZES OVER! (Apocalypse 2) and one-shot fire item

Continuing Effect: monsters get bonus against pleyers "who do not have fire/flame attacks".
If I do not have fire/flame attacks, but someone (who not in combat) play one-shot item with fire/flame attack against monster, does monster get this bonus? (I guess yes, but want to be sure)
Does this bonus stack if both main player and helper don't have fire/flame attacks? (I guess not, but want to be sure)

If a one-shot fire/flame Item is used to help the munchkins, regardless of who plays it, the monsters do not get the +3 bonus.

No, the bonus does not stack.

Follow-up question: If two munchkins are involved in a combat with one monster while this seal is open, and one has a weapon With Built-In Firestarter, and the other has no fire/flame attacks or one-shots at all, does the monster get the bonus or not?

The monster gets the bonus if the Firestarter is not active, and does not get the bonus if the Firestarter is active. Remember that it's the choice of the player with the Firestartered item.

It's about Rune Giant (Pathfinder) who get +3 against anyone with no Big items. So both players have to have Big Item for monster does not get the bonus.
But now you say what if any 1 player have fire item then monster does not get the bonus (one player with Firestarter and other has no fire/flame attacks at all)

I'll take a look at the actual question later; clearly it's something that requires some more research. FOR NOW, my answer about the Apocalypse Seal stands.

OK, I've looked this over. First, I'm updating the Rune Giant ruling, so go to that thread for more information.

And I think the point is well taken that "+3 against munchkins who do not have fire/flame attacks" means that if either munchkin lacks a fire/flame attack, the monster should get the bonus. But it doesn't stack if both munchkins lack fire/flame, because this is worded exactly the same as "+3 against Elves."

Having said THAT, because we've already ruled that one-shot Items go to a side in combat, not a specific player (or monster), playing a fire/flame one-shot against a monster would negate the Hell Freezes Over! penalty entirely. Yes, it's kind of hinky, but it's consistent with all previous rulings.
