They way I read it:
Lifting ST = what you can lift, ie the min. ST of weapons. Striking ST = Your damage at hitting. Lifting ST is used for lifting the weapon and striking ST is used for damage. |

Lifting ST is meant to be used "in situations where you can apply slow, steady pressure" (p. B65). Readying a heavy weapon after an attack more quickly with sheer ST isn't slow and steady.

Keep in mind here that this helps with respect to Unready weapons; no amount of Strength of any kind will help you with the Unbalanced weapon property (any weapon with a 'U' in the Parry column), with the Rules as Written. |

If Striking ST is allowed to ready unbalanced weapons at min ST+X then go ahead.
but it does make it look that lifting ST is nigh redundant in many situations. |
