Building a power that requires multiple characters with it to use?
Okay, so I'm trying to build Sandmirk brain fire as a power. For those unfamiliar, click here and skip to 1:16
http://www.youtube.com/watch?v=D7kzmZAFvQY Most of it isn't too hard, except I don't have any idea why kind of limitation would be fair for a power that requires many characters to make it work. I was thinking it could work with as few as five characters, but silencing even one at that low number would cause the effect to not work, thus the attacks in huge numbers to ensure victory. What kind of modifier would be fair for this? |

I'm fairly certain that GURPS Supers has rules for this. Unfortunately that's not a book I have in pdf.

Cumulative affliction at a level high enough to make resistance rolls negligible and an accessibility that requires the effects of multiple attackers before it takes effect. The higher the minimum number of attackers, the higher the value of the limitation.

Powers as Gestalt for multiple people with the same (or similar) powers that can combine.
Accessibility limitation on a character that can only use it with certain people or X number of people around. Everyone pays a part if it requires certain specific people.

I just divide the cost by the number of people who need to have the power and use it together.
