Default Grisly modular ability

A character I'm planning to build has a grisly ability - if he scalps someone and wears their scalp, he can access some of their skills. Switching scalps gives him a new set of abilities. How much should this cost?

Well, it sounds like Modular Abilities: Chip Slots, except that instead of using chips you will use, well, scalps. Also a huge odious personal habit...

Chip Slots might do it. Nuisance effect (-3 to reactions, 15%)?

Yeah, it's a villain.

only -3? I would go for the full -4. Other than that, you might give him temporary disadvantage (phantom voices), to model that while wearing the scalp, the spirit of the dead will hassle him.

Very interesting idea. Yeah, -4 is probably for the best. Quirk-level Split Personality, for taking on mannerisms of scalp owner?

That doesn't matter, and it doesn't need to be; provided scalping is viewed negatively in the game's primary culture, this would qualify as a disadvantage.

Scalping may not be, but wearing the scalp on your own head, probably is, not to mention that it might look pretty disgusting. Also, even in cultures where scalping is considered socially acceptable, there are also acceptable targets, e.g. a Colonial government paying a bounty on American Indian scalps. If the character in question chooses targets based on potentially useful abilities without regard to who's considered an acceptable target in the culture, that would get a negative reaction.

Hmm... Why is the maximum for Nuisance Effect -4, when Odious Personal Habit is capped at -3?
