There are a couple ways to do this I think. However I think the most point effective way would be if you have a way to automatically effect everyone in range you can add the limitation (granted by ally when in Y range -X%). Crunch wise they'll still have the ability out of range, but it won't be in affect and you can just declare the fluff however you want.
