Powers Easily Resisted by other Powers

Is there a way for certain Powers to be superior to others.
For example, how would have Super based Powers count has having five levels of the Easily Resisted powers when used on people who can use Magic based powers, and for Magic based powers to ignore Super based powers without using the Cosmic Power modifier?

And would complete immunity from Super based powers by people with Magic based powers be done differently, without using Cosmic?

Maybe this has already been discussed.

IMO, this shouldn't cost anything. Though, the limitation should cost a bit more if it is truly superior. This is discussed somewhere in the books.

Look at Powers p32 for relevant discussion of the overriding side.

For the resisting side, people with resistance or immunity pay for resistance or immunity. Problem: that doesn't include immunity to all effects - unbounded damage immunity in particular, no matter how narrow, has no price in GURPS 4e. (except the 'physiological' damage types, which you can have total immunities to.)
