The paper is republican, but calls for unity among the anti-facists. She's actually a refugee from Spain, went through the civil war there, and saw first-hand how bad the infighting can be. Ultimately, I expect this will anger everyone by refusing to pick a side.

Also, bear in mind that unless I'm very much mistaken, the fascists were still quite popular in 1940-41 - before the war started to go really wrong for Italy. Being in the anti-fascist resistance could be a tough row to hoe at this point.

Also worth noting that, as previously mentioned, Verona was a transport hub - not just into the North, but in and out of the Balkans as well. Plenty of fun stuff in the Balkans ... I think vampires have already been mentioned.

It's unclear exactly how popular the facists remained as rationing set in. There wasn't exactly impartial polling. What's clear, though, is almost everyone at this point expected them to win. So, yah. It's a tough sell at best.
