Well. Open Space Facilities are intended for hanging out. Isn't it? If it is not intened for hanging out, how people use the theater, pool, garden, observation deck, etc?

As GURPS Spaceships 1, p19 says. RAW up to 100 people congregate in one Open Space Area. To congregate means to hang out socially, isn't it?
Did i misunderstand the nuance of the word "congregate" because my mother tongue is not English?

They are unlikely to all use it at once though.

Note that living quarters in habitats (e.g. bunkrooms) include access spaces, ablution areas, and eating/socialising spaces. For bunkrooms these will be very cramped and spartan, but they are there.

I know. You said that 1 Open Space Area per 100 Luxury-Class Passengers seems plausible.

As an aside, after WWI the Royal Navy did a study, comparing the US Navy's ships with their own, to see what they could learn from them. They were impressed with the quality of the furnishings in the general crew messes, which in the USN's big ships were set up with collapsible tables, etc. so they could be turned into open recreational spaces outside of meal times. They noted that the quality of these couldn't have been cheap.

However, they also noted that the sleeping spaces for sailors in the USN were by RN standards inadequate, and that British sailors would probably not find the USN's balance of sleeping facilities vs waking ones acceptable.

I may have misunderstood your question. Let me try again.

An Open Space is an open area where up to 100 people per Area can congregate. At SM+8 there is 1 Area available.

At SM+8 a Habitat entirely of Bunkrooms will have a capacity of 24 people. Bunkrooms are not comfortless, but there is less per person. This could be arranged in multiple ways, from a single tightly packed bunk area with the rest devoted to shared hygiene and entertainment facilities to very, very small but completely private individual cabins. They do not require an Open Space.

At SM+8 a habitat can contain 6 luxury cabins, with accommodations for up to 12 people. This is the same density as regular cabins, but with nicer furniture. They require an Open Space, and 1 Area could accommodate up to 50 luxury cabins. The social events of the wealthy can be quite densely crowded, which is what the open space would be used for at least some of the time. You are correct that 1 Area per luxury passenger would be quite unreasonable.

And the Open Space doesn't have to be the same. One luxury liner might be known for the gardens while another is known for the theatre. You need something to make it luxery instead of normal however.

Average full service restaurant seating in the US is 12 - 15 ft2 (1.4 m2) per person; fine dining gets up to 18 - 20 (1.8 m2). That includes tables and aisles for the servers to get to those tables (with dishes and trays). Given those rates, 200 m2 would seat 100 people in fine dining comfort and space. We're not getting close to movie theaters or mosh pits.

(A movie theater averages around 8 ft2 / 0.7 m2 per person, so 2.5 times the capacity of that fine dining example.)

Why look up these numbers? Just to have some real-world reference for how much space people take up in various activities. 200 m2 doesn't sound like a lot for 100 people, at least to me. But it turns out that it is.

Especially so because these luxury passengers have several alternatives to promenading, congregating, and deck sports in their open space. They also have at least one establishment, the dining and social spaces in their habitat, and their private cabins. A varied schedule of activities in the open space(s) combined with multiple seatings in the restaurants and varied floor shows in the establishment(s) should keep people spread out a bit.

Well, It seems that Restaurant is a kind of Establishment, not Open Space. Isn't it? Open Space will be much less crowded area than Restaurant.

No. An SM+8 Habitat can contain 3 luxury cabins, or 6 regular cabins.
