Maptools lets you take an image and drop it onto the 'tabletop' for everyone to put their 'minis' on. So, if it's a PNG, JPG, or GIF (possibly also BMP and TIFF, not sure) it's "maptools compatible". You can even drag-drop right out of your browser and into Maptools.

So I'm having problems understanding the OPs requirements.

isn't scale also an issue?

It very much is. It'd need to be big enough so that 1 yard is at least 25 pixels or so, at least if it's to be used as a battle map (which is what I assumed was the requirement).

If it's a choice between having the game session or not, you can certainly get away with some pretty low resolution files. Especially with one of these simplified plan-type maps, where all you really need is enough so you can see whether you're in a room or not. There's no details on the map in the first place.

It won't be very pretty! But it'll certainly work.
