Defending against cone attacks
My friend told me the other day that if you wanna attempt an defend against a cone attack, you HAVE to be able to leave the area of effect or else you can't even ATTEMPT a defense roll. Is this true? I can't find it anywhere in the books I have, so my search-fu has failed me yet again.

It's not restricted to Cone attacks. It's the case for any area effect. The exact text is on page 413 of Campaigns, where it discusses both Area Effect and Cone attacks - look at the last paragraph of each section, for example:

It's right in the last paragraph of Cone Attacks in BS2 page B413

Note that cover could include a handy large rock, wall segment, or table, so a kind GM can usually rule that there is SOMETHING for the PC to dive behind. The exception is in a space that is specifically flat like an empty road, or if the GM rules there just happens to be no cover within leaping distance.
