Something funny just occured to me. The way the rules are structured, a high-Speed character taken by surprise still 'moves' before slower ambushers.

He gets to roll to recover from stun first, but even if he succeeds he doesn't get to act until his next turn.

Yes, but each round that he's stunned, he's not just Doing Nothing, he's Doing Nothing first.

Okay, I see what's going on now. I was interpreting the Wait as "I will attack immediately after him" but I see where he said "I will attack him first."

I still had changing the initiative order in my head.

The mentally stunned army. We do more nothing before 10:00 AM than most people do all day.

Only if you're playing a house ruled version of GURPS where charavters can't actively Do Nothing :)

Of course, worrying about it leads us down murky existential philosophical paths with questions like "Can a person do nothing, or do they merely not do anything?"

Fortunately, we are able to extrapolate that, in GURPS at least, it takes exactly 1 second to get Nothing Done.

Yes, 1 second turns are great for that, they allow you to get Nothing Done in ten times the detail and intensity of a 10 second turn.
