Wandering monster issues

Hi, i’ve played munchking about 10 games so far and some questions are coming up play after play 😂. My question is if u send a monster which can not attack that player because of his/her low level or gender to someone’s war by using wandering monster. Now, does that monster attack or just can’t as normal?

There are almost no monsters which will not attack because of someone's Level. Most of them say they will not pursue, which means if you Run Away, you don't have to roll; your escape is automatic.

However, there are some that will not attack for other reasons. If you use Wandering Monster to add one of those monsters to a fight where it won't fight one of the munchkins in the combat, the monster won't fight (which makes it a very bad Wandering Monster).
