Clerical Question - The Other Ring

Can you use "The Other Ring" to force an opponent Munchkin to Run Away from combat at the cost of loosing a Level yourself? Can you do this repeatedly without discarding "The Other Ring" until you reach Level 1?

Situation - Use to prevent your opponent from killing monster by losing a level yourself... and prolonging the game.

No, you can only use the ability on/for yourself.
