Sure, but if you don't have strength appropriate to your weight and you fly anyway, you're probably using something weird that doesn't produce a normal downdraft.

Dragons do not have enough wingspan or ST to fly. They should have one square meter of wing per two kilograms of mass, meaning that a 30 metric tons dragon would need 15,000 square meters of wing area, which is a span of 122 meters per wing, which is fairly ridiculous. Instead, their Flight should probably be modeled as Magical (-10%) and Small Wings (-10%) rather than Wings (-25%). That would be thematic for Eastern Dragons while Western Dragons would also have slight larger than necessary wings as Strikers.

No they shouldn't. There's no hard limit on wing loading. There's a limit to the wing loading we see from real animals, but that has nothing to do with dragons.

And if you still do produce such a downdraft, Because Magic, would you not agree it would be appropriate to need to pay for such an ability?

If you want the dragon to have arm-sized wings (actually probably smaller, it says your wingspan is only half your height) that it doesn't actually use to fly, but instead only to steer, sure. If you want the type of dragon typically depicted in fantasy, you want Winged instead. Winged is specifically a wingspan twice your height, not a wingspan of whatever is realistically necessary given whatever constraints your example is working under.

As for the mana dependency, I'd be inclined to either not have the dragon be reliant on ambient mana (they have some sort of internal structure - I lean toward a gem or crystal of some sort - that produces sufficient mana for them to fly, use their breath weapon, etc), or just downgrade it to Gliding when the magic shuts off. The latter by RAW would be -5% as an Either-Or Limitation, which sounds about right.

Anthony and Rupert cited Combat Writ Large on page 1, was reading about "Transit Time" on page 7. If you stop beneath (Sand Through Fingers) there's no active defence allowed against the free trample if they lower their posture on their turn... would that be a good place to use Cosmic Active Defences?

I could see someone trying to lure a dragon into sitting on him only to jump away at the last moment and make them waste a Change Posture to get back up to kneeling.
