Excepting Saitama/Caped Baldy and Hellish Blizzard (the former is probably beyond S-rank, the latter should be highly-placed in A-rank), I suspect you could fit each of the C-rank heroes and B-rank heroes under [250], as well as probably some of the weaker A-ranks (like Snakebite Snek).

The Venetian can compress himself into a series of two-dimensional slats. This makes him resistant to piercing and impaling damage and makes his slams do cutting damage.
The Amazing Earwig has a giant (5') pair of chitinous pincers extending from her posterior. They are very strong, but hard to control since she has to turn her head around to even see what they are doing. Mole Man can project various delicious sauces from his fingertips with the force of a fire hose (but the volume of a garden hose). Beware the Carolina Reaper sauce! Flatus's powers are what you would expect. An morally upstanding, effective and dedicated "street level" hero, he nonetheless gets no respect. |

Earwaxian can extend dexterous flexible 6' long tentacles of earwax from their ears. They are not particularly strong and no more durable than ordinary earwax.

Wrap Battle has a binding attack that wraps opponents in a single layer of normal strength cling wrap. Unfortunately they are terrible at music.
Pus in Boots can shoot jets of noxious substances out of holes in her beat up boots. Super Man has high levels of terrain adaptation (apartment building) and higher purpose (preserve apartment buildings). Also adept at collecting rent. Bat Man is just a guy with a baseball bat, but he gets things done. |

He can climb walls with ease, move and maneuver under water, jump great distances (about 10' vertically or 20' horizontally, up to twice that with a running start) and secrete a highly toxic poison from his skin. His powers require him not to wear armor, and he doesn't have much in the way of defense, so he has to be quick on his feet. |

Okay, a combination of a bout of insomnia, binge-watching of the Batman TV series, and this thread, inspired me to create this character.
Then I thought ... "Is this really a 250-point character?" So I did a write-up, and discovered it was a 275-point character. Eh, close enough. So, in memory of (and inspired by) the late great actors Adam West and Anne Baxter ... OLGA, QUEEN OF THE COSSACKS!! No one knows her real name or origin. All that is known is that one day, she rode up on a horse to the Ukranian Consulate in New York City wielding a saber, proclaimed herself "Queen of the Bessarovian Cossacks", and commanded the surrender of the Ukraine to her rule. After severely injuring the Ukrainan guards, a number of innocent bystanders, and three police officers, she was captured and hauled off to the mental ward of Bellevue Hospital. While she was being hauled off, she bit two orderlies and two policemen. During her confinement, she refused to acknowledge that there is not and never has been a country named "Bessarovia", never mind any cossacks from there. Her delusion was quite complete, up to making an artificial language for her imaginary country that has a number of Russian loan-words. Her only goal was rallying her "countrymen" so she could "reclaim her throne". It was determined that she possessed low-grade super-powers, including a defensive effect that she could use to amplify her strikes with weapons in her left hand. About a week later, she escaped, aided by the orderlies and policemen she had bitten. One of them was captured in the escape, and he had gained a ridiculous pornstache, a variation of Olga's powers, and an unshakable delusion that he was a Bessarovian Cossack with a fanatical devotion to "Her Majesty Olga". It took several weeks of antiviral therapy to restore him to normalcy. Since then, Olga has emerged to attack various locations to raise funds for her "Liberation of Bessarovia" or even on occasion trying to conquer small territories. She usually is on horseback and accompanied by several of her "Cossacks", victims of her bizarre powers. Fortunately, the effects of her bite can be countered by normal antiviral treatments, nor can her victims pass on the affliction to others, keeping her mob of henchmen to a small managable number. Still, at any time Olga can have a dozen or more fanatical lunatics at her beck and call. She may seem ridiculous, but Olga is quite a dangerous person. She is basically a riot looking for a place to happen, and despite the quaintness of it, a small troop of cavalry can injure or even kill a fair number of civilians. It doesn't help that her Cossacks are victims themselves, as much hostages as henchmen. She and her Cossacks are a formidable foe for most low-level supers and even SWAT teams.
