* If you have built in cameras rather than eyes (because you're a robot or something), it's just Sense-Based.
* If you're a biological organism, but have cameras that you carry around and use to attack, you buy the power with gadget modifiers. * If the cameras can be sent out on some sort of remote controlled vehicle, I'd buy the attack with Guided. And probably gadget modifiers again.

Okay, so from what I gather, "Innate Attack, Gaze" with the Enhancement "Malediction" seems to be the most straightforward to do it.

Of course if the feed has that small delay that's built into many 'live' TV feeds these days, and the target moved, your attack won't work.

I'd probably let it work if whichever thing you are using to see is directly connected to your optical nerves or brain, or whatever.
Otherwise I'd say it is like looking at a video of the sun, stare as you might, your retinas won't be burned away. |

They are combat modifiers. Easiest found in B547 lower right corner under visibility.
