Yes. Knowing the text by rote doesn't mean you understand what it means.

Re: List Of your favorite Custom Perks
To give a couple of specific examples:
Memorizing the book of Isiah won't tell you why "And she will call him Immanuel" is important to Christian belief. Similarily, having the story of Jesus and the fig tree memorized won't explain the metaphor that your current church views the story through. Similarily, memorizing "A Midsummer Night's Dream" won't automatically allow you to evaluate it's literary content, understand the artistic use of languange, or place it within a body of work. All of that takes Literature skill. Or look at Burtha in Terry Pratchett's Small Gods. He starts out the story being word perfect in the laws and writings of the seven prophets of Om, but it's not unil later that he gains Philosophy, Theology, and Psychology to sufficient levels to become the eigth prophet of Om.

Tight Lipped You only vocalize when you want to. This means you don't grunt or gasp at pain or failed fright checks. Your extemporaneous Public Speaking rolls will not be hampered with "ah"s or "uh"s etc.

For the same reason you'd need it if you had a copy of the work on a handheld with a good search function?

Re: List Of your favorite Custom Perks
Neither does the guy who only memorized the book without understanding its meaning/meanings. ;-)
(In a non-theological sense, this happens a lot in high school drama and English classes. A 17-year-old can memorize the entire "To Be or Not to Be" speech letter-perfect without having the slightest idea what he's saying or why.)
