The adventure that inspired the horde zombie write-up (in my erstwhile fantasy campaign . . . but of course you saw that coming!) saw the zombies being fantastically incompetent at causing a zombie outbreak in the city but scarily successful at causing one among the corpses dumped into the sewers under the city.

DF cities that dispose of corpses in the sewers sorta deserve the results.

Definitely! Necros, god of the (un)dead pretty much said that to his cleric on that adventure. Of course, when said cleric related that to the rest of the PCs, they were less than supportive!

Edited to Add: Or to be precise, the other PCs said, "Why are you trying to recruit these zombies into an army instead of turning them? They bit Rufus on the ****ing foot and now he has an infection!"

Very close to what was said. I believe the exact words were something to the effect of, "You should be honored that Lord Necros has chosen you!"
