That's an original story by Charles Stross, not based on Reign of Steel. It does have some interesting ideas about accidentally created AI and how it might behave. There's more in the same vein in his novels Halting State and Rule 34.

refresh my memory, in the story of ROS the mega-computer on Melbourne was destroyed during the final war and that is why the present Brisbane's AI replace it?

I'm assuming I'm still alive given the subsistence culture of my area and the considerable distance from Vancouver and everything else being in the opposite direction.

I'm close enough to the contested Siberian territory that shenanigans from Moscow might be possible, whether or not that's a good thing is debatable.

That is correct. Zone Brisbane was built after the war.
