Spin out rules questions

Hi,

when a car is in a spin out can he still aim weapons at a target and fire? If so what would the penalty be? If not could he just fire the weapon without aiming and what would be the penalty?

This is an error in the rulebook -- there is supposed to be a "***" marking at the end of the "spinout" text; this means "no aimed fire possible".
