Well, that's not really accurate either, but GURPS damage is not a measure of energy, it's a measure of penetration.

When dealing with projectiles (the area where Gurps armor penetration is most accurate/measurable) increases in kinetic energy from velocity will result in a linear increase in penetration.

for example, if you double the velocity of a given projectile you will have quadrupled its' KE but only doubled its' damage/armor penetration.
