I would imagine that it only affects the player in combat, but the card's wording is somewhat unclear.

me and my friends argued about this: does it apply for any curse/badstuff currently in game when Clown Nurse is played from hand or deck?

my point is: the card says "cancel a player Cruses/BS..." not "cancel Your Cruses/BS..."

If Clown Nurse shows up to fight a munchkin, any persistent Curse or Bad Stuff affecting that munchkin is canceled, Clown Nurse is discarded, and the fight is over. (In the rare case in which Clown Nurse joins a fight with two munchkins, she can "cure" both of them and the fight ends if either of them has any effects "cured.")

Other players' nasty effects are unaffected by Clown Nurse. She has to enter combat against YOU.
