Looking for a book

My wife remembers coming across a GURPS setting in the FLGS that she never wound up picking up, but some of the material from her browsing stuck in her head.

There was an evil authoritarian city where people wore animal masks based on their guild/vocation. There was at least a snippet of fiction from the perspective of a boar-masker, who might have been some sort of warrior or guard, and sex workers were identified by weasel masks.

We're pretty sure it had the 3e trade dress and was stapled, so smaller than a typical 128-page release.

Actually sounds a bit like The Shattered Isle, a supplement for the old Hawkmoon rpg.

Pretty sure this sounds like it was a worldbook for a fantasy setting but I wouldn't be surprised if it is/was Celtic Myth or Egypt

I dont see how it could be either of those, just skimmed my copy of Celtic Myth to refresh my memory too.

That sounds like the old Hawkmoon RPG. I owned that book until a few weeks ago.
