There is no "light shield" in Low Tech. There are three sizes and a heavy and light variant of each.

Although, given that the character is an elf. Can't he have a "blocking" spell or an advantage that switches at a cost of FP? Just call it a "magical" technique like those you find in martial arts movies. Once realism is not a problem, you might as well go occam's razor on the matter. Simpler, better, faster, less head-ache, less argument, and signals everyone "this is a fantasy cinematic action movie".

As long as it's pricey, sure! Realism/cinematics is one thing, another is to start handing on-the-fly abilities you don't understand and can throw the balance (between players) out the window.
If you want something good you want something expensive, that's the GURPS way.

It'd obviously be a Movement spell. Off the top of my head, something like Air Golem and Manipulate and Great Haste as prerequisites sounds fair.
