Does that mean they don't count as Talents for e.g. learning skills?

Reducing learning time? I wouldn't count reliable for that. Nor would I allow it to add to any potential reaction bonus.

It says that it works exactly like Talent and, since Talent does not add to rolls for Stretching but instead reduces time to stretch, it seems pretty obvious to me. Otherwise, what would be the use of Reliable for Stretching?

The description doesn't say that. It says that the adding bonus mechanism of Reliable works just like Talent and that it stacks with Talent. I even provided what Powers says to show that.

About that same use as Armor Piercing. Not all enhancements apply to all abilities.

You are ignoring that fact that Talent is treated differently for Stretching than with other abilities. Since it gives you the same bonus to roll as Talent and since Stretching transforms to bonus to roll from Talent into bonus to stretch speed, it logically follows that the bonus from Reliable is treated the same as the bonus from Talent.

Obviously, I don't see the logic there and I do see how it disagrees with the wording. Furthermore, allowing Talent to add to activation is a highly optional rule. It's not even a normal part of the Talent rules.

It would be just as reasonable for the GM to say that because you're so stretchy Talent instead a) "adds to to skill roles for Escape, Climbing, and Lockpicking" or b) resists physical transformations rather than allowing you to activate any more levels per turn.

Allowing Stretching to activate faster is an example, that may optionally be allowed by a generous GM for Talent. It's not a rule and certainly not anything that should extend to an Enhancement that was never intended to function in this way.

It is a normal part of the Stretching rules in Powers though (Powers, p. 78)

No, it's a part of the "it would be appropriate for a GM to allow this, optionally" Powering Up section. It's basically an excerpt of what I quoted above which allows a GM to optionally make Talents better by helping out abilities that don't typically have rolls associated with them.

As an option for the GM to allow for Talent, there isn't a basis for allowing it to allow Reliable to do something completely different from what Reliable normally does. Furthermore, it would also infringe on what anther enhancement is designed for.

How would you model stretching, grabbing someone really far away, and then retracting your arm very quickly?
