Yes, full value for it. You can even take No Fine Manipulators and buy up TK. It's no different than taking Blindness + Scanning Sense, buying down Ground Move and taking Flight, and so on. You're just shifting the character's abilities around.

Remember that TK has many inherent drawbacks -- this is not free points! For example, you must concentrate continually to use TK. That means that if someone grapples you, you're back to one arm (and probably losing the wrestling match). If someone damages you, you have to roll Will or your preferred "hands" go away. And so on.
