For very small values of "some", for very brief periods of time. It leaks really dang quickly. He said "Carry" not "scoop up or splash".

I allow him to manipulate and shape water (or other liquids), but he'll need a skill roll vs artist (sculpting) to effectively shape it (and keep it) into a wall, bucket, sphere, etc. Otherwise if he's carrying it via his TK "hands" the water leaks 1hex / min with successful DX check.
