5 cards in hand at any given time?

so i know you can only carry 5 cards (unless you're a dwarf who can carry 6)
but when must you discard the extra cards(that people give you from charity or when you get from helping someone defeat a monster) . right now we discard at the end of your turn... so if the player is level one and a thief. He has 8 cards in his hand now,and its his turn and he rolls 4 times to try to steal small items discarding a card until he runs out of cards since the punishment is go down a level nothing happens. something seems wrong.

The rules only tell you to get your hand size down to 5 at the end of your turn. At any other time, you can have any number of cards.
