Have you thought of adapting The Penguin to your needs? Sly gang boss seems weak but is a skilled combatant. Has some education and social graces and knacks for both con games and gadgets. Make it a younger less experienced version of The Penguin (a mature Penguin would have hundreds of points of contacts, allies, and other similar social benefits).

If you want to go brutal try The Kingpin but stick to the TV version. Less power but more danger.

Background: Mike Jones was an outstanding citizen before the incident, a charming member of the fire department who coached junior baseball teams and was skilled at defusing conflict. One day, he went into a building to fight a fire, and someone else came out. Something had happened to his body, and something to his mind (for one he doesn't remember what happened). He became irritable, and distracted, and struggled to think clearly. And he gained the ability to create fire. In only a few months Mike Jones went from a upstanding extinguisher of flames to an angry source of them. He lost his job, his friends, and his reputation. He got into fight after fight, and sending him to prison only exacerbated the problem, and he was eventually sent to a facility where they could keep him from inflicting large area burns on others.

Mike's nick-name is "Fireman" because that's all he'll let them call him. He's probably under the influence of the masseuse. He's one of the orangemen's boldest fighters.

Mike's various attacks have a fair amount of flexibility. The primary attack is the 2d area effect, as foes must jump 2 yards to avoid it. He generally targets the ground for +4. The 3d incendiary attack can light most objects on fire. The wall of fire is defensive, and selective emanation lets him set up long term fires very close to himself. When directed intelligently, Mike can create elaborate traps and a terrifying battlefield. While he has a temper, he's often the kind to smolder and plot revenge rather than immediately throwing around fire.

Background: Hannah, straight out of college, worked as a secretary in an analysis firm. She was good at her job and had hopes to work her way up. Unfortunately her boss had other plans for her. This is how she discovered her very specific power, to kill people she had extended close contact with. That was a rush she has chased ever since.
She got convicted for killing her boss, even though the evidence was lacking. In jail she fell in with some of "Risky" Ray Rollins lackeys and joined his crew after getting out. Here she completely changed personality - or 'truly found herself' as she would put it. And became the outgoing, thrill seeking, fem-fatal she is today.

Her very specific power is to give people a heart-attack, but only if they have a high pulse, and is less effective (+3 HT) when it is not an emergency. This means her targets are usually older unhealthy men - who are often more than happy to 'seduce her'. As her power has no HT-penalty, and in fact gives a bonus if it is not an emergency, she tends to try to provoke her target into attempting to rape her (thanks to her Sensitivity, she is good at picking just the 'right' sort of men). Even then she often have to use her power several times, to make sure it works, something that leaves her exhausted.
Hannah has becomes addicted to her own, deadly, power. And seeks healthy young men who she can be with and use her power on them without killing them... although eventually their luck runs out. "But babe, don't you love me enough to take the risk?".
She could be Risky Rays lover. He has the luck to survive her and the willingness to 'take the gamble'.

I'm not good with writing up a background and all, but I did make a power.


Must be taken with an ally familiar.

Binding (Engulfing, +60%; Unbreakable, +40%; Area Effect 4 yards, +100%; Emanation, -20%; Bombardment 12, -10%; Dissipation, -50%; All-Out, -25%; Granted by (Familiar), -40%; Periodic Recharge, 1 min, -80%; Environmental, Gravity, -5%; Limited Use 3 , Fast Reload, -10%; Super, -10%) [1/level]


You have a familiar that grants you three floating orbs. Anyone that comes within four yards may get hit with a gravity well from these orbs, you can use them 3 times in a row before you must "summon" more orbs (this takes 3 seconds), you can do this as many times as you can within 1 minute. After a minute you must recharge the orbs, taking 1 hour.

Mikey can pick up stones -or other small object with some weight to them- and throw them at incredible speeds. It requires a Ready action for him to grab the stone (he doesn't have to physically bend down and pick them up. It's a telekinetic grab with a short range) - He can use Fast Draw to skip this Ready step.
Depending on what sort of stones he pick up, he have 3 different types of attacks. After an attack he has to spend a Ready action to ready a new stone.

All attacks are Range 10/20. Acc:+2. They use Throwing as their attack skill.
Baseball sized stone: 5d cr dam.
Handful of small stones: 2d pi+. Rof:5. Rcl:1.
Smooth stone: 2d+2 (2) pi.
(You are free to give them baseball-related names)

Background: Mikey was a promising baseball pitcher. according to himself he was not long for the big leagues and a high pay. Unfortunately, on his one chance, one of best friends got picked by talent scouts over him. Mikey felt cheated out and blamed everyone else but himself. He started drinking (even more than before). While drunk half out of his mind he was stopped by some cops, angry and miserable he decided to throw a baseball he was playing around with at them. This killed the cop. Mikey ran from them and sought help at his cousin who could help him... if only he did some favours for him. This is how Mikey ended his promising carrier and instead started working as a scrapper for the local mafia.
Mikey actually like to get into fights and prove how awesome and cool he is. So even though he has his deadly super powers, he tend to relies on hitting people with a baseball bat. And only start using his power if he feels he have to (or if someone pulls a gun on him). Mikey do not have many goals in his life expect "having people respect him"... which means he dreams of being the one in charge.

*I know nothing about baseball and had to google terms and phrases and have no idea if his nickname makes any sense. It just fit his theme.

Socio-Political Context, the USA Edition: It's a popular racial slur directed at Latinos, particularly Mexicans and Mexican-Americans. Probably doesn't come up in baseball a lot.
