Default Question: Dual Wpn Attack multiple targets?

I have a friend and player who, in every campaign that I GM, creates a gunslinger, with as near to the max Guns/TL (Pistol) skill as he can get. (You might call him a "specialist player" in the light of Robin's Laws) In every one, he wants to be able to fastdraw and blaze away with two identical pistols. Ok, that's cool with me, but...

I know how to do the Dual Weapon Attack -4 to each, and an additional -4 for the Off-hand, unless he also takes Ambidextrious [5pts]. But, this is only when attacking the same target with both weapons, right? So, how do I model being able to attack two different targets, one with each hand, and sometimes widely seperated (one on left, one on right)? Should I assign an additional negative penalty, of say -4? To one hand, or both? Or, does he have to take Extra Attack, with the Multi-strike enhancer? Or something else?

I come here because I feel that I have waffled on the issue in the different campaigns too many times. It is well past time for something definitive. Please help me.

P.S. - Would this ability unbalance a realistic game world (I am going with "No Psionic or Supernatural Abilities" for the rest of the players)?

He needs Enhanced Tracking to AIM at two targets. To shoot at two different targets he needs Extra Attack but not multistrike (as long as he's using two pistols). If he has Extra Attack he does not need Dual Wpn Attack.

jmurrell is right though that you can't aim at two sepperat targets without enhanced tracking. I also beleive the word 'aim' in the above quote is not refering to the actual aim action. But merely points out that if both attacks are against one target he gets a penalty.

If you can Aim at one target and shoot without Aim at another it doesn say. But it seems to indicate that you can. ...btw. remember if you have the gunslinger advantage you automaticly gain the Acc bonus even without aiming. A must for any cinematic gunslinger.

Enhanced Tracking is strictly for ranged attacks. It doesn't do anything in melee combat. In melee combat, you can split multiple attacks -- be they from Dual-Weapon Attack ("You can attack one target or two"; p. B417), Extra Attack, Rapid Strike ("You can target multiple opponents this way"; p. B370), or something else -- among multiple foes. The only requirement is that the foes be adjacent (". . . but to strike two foes with melee attacks, they must be adjacent"; p. B417). Martial Arts will take this further and explain how those with 3+ attacks can engage groups of foes.

In Powers the Multiple Lock-On Enhancement for Enhanced Tracking applies to both Aim and Evaluate.

If you have Enhanced Tracking and Extra Attacks do you gain the benefits of Aim or Evaluate for each target?

Keep in mind that GURPS Martial Arts will introduce Off Hand Weapon Training as a one point perk for a specific weapon. I'd encourage the perk over actual Ambidexterity.

One level of Extra Attack is fine and the best way to do it for a normal human.

One level of Enhanced Tracking might be ok, depending on how cinematic you feel about it, especially if you're allowing Gunslinger.

For making a non-cinematic gunslinger I'd just go with a common-sense interpretation of Spraying Fire(p.409), as well as single skill Extra Attack, Perk OHWT, and Dual Weapon Technique .
