Reading David's old post, it looks like the equal damage for proximity and impact fusing does have some fairly well-thought out rationale behind it. The game effects are a bit odd, if hardened armor is the norm on warships, but I may have to retract what I said about lowering the damage of proximity detonations being more logical.
