Cursed Thingy

I've searched around for an answer to this and haven't yet come across anything that fully supports it one way or another. Here's the situation:

1. Dungeon of Comprehensive Curses is in play.
2. Player A has "Tin Foil Hat" equipped.
3. Player B plays "Cursed Thingy".

Question is... Does "Cursed Thingy" apply to players or items specifically? If it applies to players, Player A is safe from the curse. If it applies to items, can Player A choose "Tin Foil Hat" and have it be negated or is it susceptible to "Curses Thingy" itself?
