Warp (Along a specific Medium)
I'm trying to stat a super with transportation like Livewire (DC) where travel is at the speed of electricity along power lines. Practically speaking, this is warp with an accessibility modifier right? How much would you modify it.

-20%, if you can go through any (open) outlet. Worth a bit more if you actually have to touch a power line to poof.

With "Permeation", you would move at "normal walk" speed.

Im in the Warp camp here. Its too fast for Permeation and electricity in and of itself is never a barrier. The barrier in an electric fence is the fence, not the electric. I'd probably call this -20% also for wall sockets as an entry point in the modern world. That lets you teleport anywhere in the world that has power, which is basically Warp (not into or out of wilderness).

That's a fair point. Enhanced Move (Ground) (Only while traveling via Permeation, 60%) might be fair.

Thinking about this a bit more - is the character who possesses this ability exactly like Livewire? Because she does a lot of tricky stuff like popping out a electric wall socket to sucker punch someone only to go right back into the wall socket. She also used the electrical grid as a way to spy on others and at one point attacked from a transformer without ever actually appearing - these are all things Permeation with Meld can do that Warp cannot. So I suppose if you are just moving along - go with Warp. But if you want more versatility I'd go with Permeation. (I read Livewire in your original post and that was what I went with.)
