This sounds a lot like a lawn edging tool to me ... I remember thinking one of those might be a cool weapon when I was a kid, but my dad then pointed out to me how it would suck compared to a real axe...

It seems to me that one way this weapon could live up to its name is with the following special feature:
When using the Tip Slash technique, the pendulum axe does Swing +3 Cutting instead of the normal damage for that technique.
