I'm not arguing "activation rolls". I'm arguing "rolls to use it". None of those things have rolls to use them.

If reliable doesn't apply to the ability then cumulativeness is not relevant.

If it meant that then the words "where applicable" wouldn't be there. The sentence would stop at "exactly like talent". Reliable is not applicable to every advantage.

But from what can you conclude that Reliable doesn't apply? That sentence isn't what tells us that it does. The statement that Reliable works exactly like Talent is what indicates that Reliable applies in these various places.

Question: are you “using” DR when you use it to perform a Power Block? If so, it would seem to fit the definition given for Reliable. If not, why doesn't that count as “using” it?

Uh, "exactly like talent" is in a completely different sentence from "where applicable".

True: “It's cumulative with Talent, where applicable.” In this case, “where applicable” would be “when there's a Talent for it to be cumulative with.”

That wording only appears in Luck under the heading Powering Up which specifically describes how Luck works when it is part of a power. It is a giant stretch to take a special case for Luck as a Power and apply it to anything else.
