Those aren't pirates, those are Englishmen. Pirates are people from Piraeus who happen to be no doubt unfairly slandered as having a disproportionate number of sea robbers and slave takers among their number. Englishmen are another ethnic group which has historically been involved in such enterprises.

People from Piraeus probably would have seamanship though.
