I would expect most archers not to care about Bulk unless they're using some house rules that make it affect portability, though. You simply don't shoot a bow on the run or in close combat, unless you're a cinematic heroic archer who doesn't suffer Bulk penalties. It's really most likely to matter if you want your bow to be concealable, which is a pretty special case.

Yeah, I missed a double negative; was working quickly. Longer bows are more accurate in the system.

Nice.

A longer draw length (and longer arrows) should have superior accuracy for the same reasons as a rifle being more accurate than a pistol. I can't think of any immediate reason why length top to bottom would help, though.

Maybe there's something about a longer bow that gives a smoother shot, even with the same draw length? The improved stability could make it more accurate. Just speculating here, though.

Longer bows deflect less with a given draw. Lower deflection is higher efficiency, because less energy goes into moving the limbs of the bow as opposed to accelerating the arrow. By and large, also, longer bows will be heavier (though you can, and will, fight that somewhat through design), and that tends to also be a bit more stable. Mostly, though, I didn't think Velocity was all there was to it, so all things being equal, I made longer bows more accurate (like in Basic). There were also comments such as "Longbows are more 'forgiving' then shortbows" that cropped up enough in my research that it seemed "not wrong" to contradict Basic with no reason. And it's not like I was eschewing redesign in this article. There just didn't seem to be any strong evidence either way that came up, and the "dumps less energy into the bow itself" plus "deflects less" plus "less string pinch" and other shooting minutia seemed to point in the direction of "longer bows are a bit easier to hit stuff with."
