Can the gnome summoner discard one card to get both of its abilities bonuses?

No. You can discard one Monster using the Gnome ability to get its Level as a bonus, then any number of other Monsters to get the Treasure-based bonus using the Summoner ability. Doubling up on discards is not something that is allowed in the game.
