How good is "good"? Thick leather armor is possible at TL4, and still used as armour today (mainly by motorcycle riders). Is that good enough?

Presumably you have a good reason for this: if you tell us what it is, we might be able to help more.

The Low-Tech book (the main book, rather than the Companion PDFs) has a lot of information on armour, and lists other materials that have been used. None of them are as good as metal.

My minimum DR is 5. Ideally 10, but that's probably not gonna happen without metal.

What you wnat is possible, just not very practical.
If for some reason metal is really rare or has other issues then stone might be more practical but look at Low Tech for examples.
You can use armory skill and Shape earth to make that. Also you could repair it which since it is so brittle you will need to do often.
But it will still also be really heavy so look at lighten load or another ability to carry it easier.

Essential Wood would make pretty good armour.

Long story short, I need armor to face something that uses a LOT of electricity.

Yes it does, though if this is a one shot you might just go with heavy leather and maybe a few thin sheets of stone attached.
