Default Deceptive Move and Attack

Can a Move and Attack be Deceptive?

You can only make a Deceptive Attack if your effective skill after all other modifiers would still be 12 or higher, and Move and Attack reduces your effective skill to 9 after all modifiers, so I guess this boils down to whether the 9 or less cap from Move and Attack counts as a modifier as far as Deceptive Attack is concerned.

Conceptually I could see it go either way: it could be hard to see it coming with all that extra movement, or it could be impossible to get the kind of precision needed to penalize the target's defenses.

Hard no, you can’t.

You have to read back up to the Melee Attack Options header on Exploits p. 38:
“When taking an Attack or All-Out Attack maneuver in melee combat, you may specify two further options.”

Per-based Stealth isn’t remotely as awkward as DX-based Observation.

I think the reasoning is that you're hurtling yourself headlong as your opponent with your blade up. It's not a calculated attack that involves skilled weapon finesse. Hence the brutal skill limit.
