Sorry, I misunderstood what you were suggesting.
That said, I still don't think it's correct. As I said earlier, I think even Broken written comprehension implies more understanding than "sounding out the words". Broken comprehension should, in my opinion, be the point where you're recognizing words as whole units, rather than collections of letters to be sounded out.
